Current Issues — Delta State 2026

Delta State entered 2026 under a significantly changed political landscape. Governor Sheriff Oborevwori and the state's major political structure moved from the Peoples Democratic Party (PDP) to the All Progressives Congress (APC) in April 2025. Oborevwori subsequently secured the APC governorship ticket for the 2027 election unopposed in the party's May 2026 primary.

The state is implementing a large 2026 budget of ₦1.729 trillion, officially signed into law in December 2025. The final appropriation provides approximately ₦500 billion for recurrent expenditure and ₦1.229 trillion for capital expenditure, placing about 70 percent of the budget on capital projects. The budget is focused heavily on infrastructure, social investment, human capital development and the administration's M.O.R.E. Agenda.

Revenue generation remains a major focus. Delta projected ₦250 billion in Internally Generated Revenue (IGR) for 2026, following substantial growth in internally generated revenue under the Oborevwori administration. The state also projected about ₦720 billion from statutory allocation including mineral derivation, alongside VAT and other revenue sources. The administration has continued to emphasise improved revenue collection, reduced leakages and better financial management.

Delta's debt position has also improved significantly. The state's domestic debt stood at approximately ₦213.85 billion as of March 31, 2026, down from about ₦248.83 billion at the end of 2025. The decline made Delta one of the states with the largest absolute reduction in domestic debt during the first quarter of 2026. The state government has repeatedly promoted a zero-borrowing approach to financing major projects.

Infrastructure remains at the centre of the administration's development programme. Major projects include the Ughelli-Asaba Road dualisation, Trans Warri-Ode Itsekiri Road and bridge projects, the Kwale-Beneku Bridge, Ayakoromo Bridge and the major flyover and slipway projects around Warri and Effurun. The state government has also continued road rehabilitation, drainage and urban renewal projects across the 25 local government areas.

Security remains an important governance issue because of the state's oil-producing communities, riverine geography and urban centres. The government continues to work with security agencies and community stakeholders on cultism, criminality, oil-related security concerns, communal disputes and the protection of infrastructure. The administration has also promoted enhanced peace and security as one of the four pillars of its M.O.R.E. Agenda.

Delta's population is projected by the state government to reach 7,075,777 in 2026. With 25 local government areas and major urban centres including Asaba, Warri, Sapele, Ughelli, Effurun and Agbor, population growth continues to increase demand for roads, housing, healthcare, education, water supply and other public services.
