Current Issues — Enugu State 2026
Enugu State enters 2026 under Governor Peter Ndubuisi Mbah with a major shift in its political and fiscal direction. Mbah, who was elected on the Peoples Democratic Party (PDP) platform in 2023, defected to the All Progressives Congress (APC) in October 2025 and subsequently emerged as the APC candidate for the 2027 governorship election. The move has significantly changed the state's relationship with the Federal Government and reshaped Enugu's political landscape.
The state's biggest economic story is its rapid growth in internally generated revenue. Enugu recorded approximately ₦406.77 billion in IGR in 2025, compared with ₦180.5 billion in 2024 and ₦37.4 billion in 2023. The state government has attributed the increase to technology-driven revenue collection, electronic payments, improved revenue administration, recovery and commercialisation of dormant assets, and efforts to reduce leakages. For 2026, the government has set an ambitious IGR target of ₦870 billion.
The 2026 Budget of Renewed Momentum is valued at approximately ₦1.617 trillion, making it the first Enugu State budget above the ₦1 trillion threshold. Capital expenditure accounts for about ₦1.296 trillion, or 80 percent, while recurrent expenditure is approximately ₦321.31 billion, or 20 percent. The unusually high capital allocation reflects the administration's emphasis on infrastructure, education, healthcare, agriculture, housing, transportation and economic development.
Infrastructure remains one of the central priorities. The government has approved the construction and reconstruction of more than 1,000 urban roads, while the 2026 budget provides for approximately 1,200 urban roads and additional rural roads. Major corridors include the 40-kilometre Owo-Ubahu-Amankanu-Neke-Ikem Dual Carriageway, the Abakpa Nike-Ugwogo Nike-Ekwegbe-Opi-Nsukka Road and the ongoing 21.65-kilometre Enugu-Abakaliki Expressway.
Agriculture is also receiving significant attention. The administration plans to complete the development of 260 Farm Estates, with each estate covering about 200 hectares and incorporating storage, processing, irrigation, electricity and water infrastructure. The programme is designed to move agriculture beyond subsistence farming while supporting food production, employment, agro-processing and internally generated revenue.
Housing and urban development are another major component of the 2026 programme. The state plans to deliver 15,000 mass housing units as the first phase of a larger 30,000-unit programme. The New Enugu Smart City is also moving into a more intensive development phase, with the government expecting infrastructure and land-related activities to generate substantial revenue for the state.
Healthcare remains a major social-sector priority. The government plans to complete and fully equip 260 Type-2 Primary Healthcare Centres across the state's 260 wards, while also upgrading 51 secondary healthcare facilities. The 300-bed Enugu International Hospital and the structural upgrade of Parklane are also included in the state's development programme.
Education continues to receive one of the largest allocations in the state budget. More than 30 percent of the 2026 budget is allocated to education, with the administration moving from the Smart Green Primary School programme towards smart secondary schools and technical and vocational education. The strategy is intended to build a technology-oriented workforce and improve human capital development.
Transportation is undergoing major restructuring. The state has introduced CNG buses and modern transport terminals and plans additional terminals at Emene, Udi, Awgu, 4-Corners and Obollo Afor. The 2026 programme also provides for the procurement of 2,000 city taxis and expansion of Enugu Air's fleet.
Politically, Enugu's three senatorial seats are represented in 2026 by Kevin Chukwu for Enugu East, Osita Ngwu for Enugu West and Ikeje Asogwa for Enugu North. Asogwa won the June 2026 by-election following the death of Senator Okey Ezea and was subsequently sworn into the 10th Senate.
Security remains an important governance issue even as the state reports improvements in urban security. The administration has expanded surveillance and rapid-response capabilities, including AI-supported security infrastructure, drones and patrol equipment. The objective is to protect commercial areas, markets, transport corridors and rural communities while encouraging investment and tourism.
