Current Issues — Kaduna State 2026

Kaduna State in 2026 is operating under Governor Uba Sani's second-half administration agenda, with the ₦985.9 billion 2026 budget placing unusually strong emphasis on capital investment, human capital development and grassroots projects. The approved budget provides approximately ₦698.9 billion for capital expenditure and ₦287 billion for recurrent expenditure, giving capital spending about 70.9 percent of the total budget.

A major feature of the 2026 budget is the Project 255 initiative, under which ₦100 million is allocated to each of Kaduna State's 255 political wards for community-driven projects. The programme is designed to allow communities to identify and prioritise projects that directly address local needs. Education receives the largest sectoral allocation at about 25 percent, while infrastructure and rural transformation also receive about 25 percent.

Kaduna's internally generated revenue has also continued to improve. According to Kaduna State revenue authorities, IGR increased from about ₦58 billion before 2023 to ₦62 billion in 2023, ₦71 billion in 2024 and ₦85 billion in 2025. The state has indicated an ambition of reaching approximately ₦120 billion annually as revenue collection continues to strengthen.

Debt remains an important fiscal issue. The Debt Management Office reported Kaduna's domestic debt stock at approximately ₦87.87 billion as of March 31, 2026, while its external debt stood at about US$684.29 million at December 31, 2025. The state government has maintained that debt management and servicing are major considerations in its fiscal planning.

Workers in Kaduna State are currently covered by the state's ₦72,000 minimum wage, approved by Governor Uba Sani with effect from November 2024. However, consequential salary adjustments for higher-grade civil servants have remained a labour issue, with organised labour repeatedly asking the government to implement the outstanding adjustments.

Politically, Kaduna's Senate delegation has undergone significant realignment ahead of the 2027 elections. Senator Ibrahim Khalid Mustapha of Kaduna North left the PDP for the ADC, while Senator Lawal Adamu Usman of Kaduna Central also moved from the PDP to the ADC. Senator Sunday Marshall Katung of Kaduna South defected from the PDP to the APC. The three senators subsequently emerged in the 2026 party primaries as candidates associated with their respective parties for the 2027 elections.

Security remains a central governance priority despite improvements reported by the state government. The administration has promoted the Kaduna Peace Model, which emphasises intelligence-led security operations, collaboration with traditional and religious institutions, community participation and coordination among security agencies. The government has also continued to focus on rural security, peacebuilding and conflict prevention.
