Current Issues — Borno State 2026

Borno State in 2026 remains focused on the long-term reconstruction and recovery of communities affected by years of insurgency. Governor Babagana Umara Zulum's administration continues to prioritise security, reconstruction, rehabilitation and resettlement, alongside education, healthcare, agriculture, housing and infrastructure development. The state government describes these priorities as part of its broader effort to restore livelihoods and rebuild communities.

The 2026 Borno State budget is ₦892.448 billion, signed into law on January 27, 2026, after the State House of Assembly increased the governor's original ₦890.332 billion proposal by about ₦2.37 billion. The budget places substantial emphasis on capital development, with education, healthcare, reconstruction and post-insurgency recovery among the major priorities.

Borno's fiscal position has also changed significantly. According to the National Bureau of Statistics, the state generated about ₦19.45 billion in internally generated revenue in 2023. At the same time, Debt Management Office data shows that Borno's domestic debt stock rose to approximately ₦88.44 billion as at March 31, 2026, following a substantial increase from ₦42.64 billion at the end of 2025. The increase makes debt management an important part of the state's fiscal outlook.

Population estimates remain an important consideration for planning. NBS's 2023 demographic projection put Borno's population at approximately 6.21 million. Based on the recent projection trend, the state's population is estimated at approximately 6.56 million in 2026. Borno covers about 75,835 square kilometres, giving an estimated population density of roughly 86.5 people per square kilometre.

Politically, Borno remains strongly dominated by the All Progressives Congress (APC). Governor Zulum is serving his second and final term, which is scheduled to end in May 2027. The state is represented in the Senate by Mohammed Tahir Monguno for Borno North, Kaka Shehu Lawan for Borno Central and Mohammed Ali Ndume for Borno South, all under the APC.

Security and humanitarian recovery remain major issues. Although the security environment has improved in many areas compared with the peak years of the insurgency, the state continues to face security risks and the long-term consequences of displacement. The government is simultaneously pursuing reconstruction, resettlement, agricultural development and livelihood programmes designed to enable affected residents to return to sustainable economic activity.

Agriculture is another major development priority. Borno's large land area and agricultural potential make food production, irrigation, livestock development and rural infrastructure important components of the state's economic recovery strategy. The government is seeking to strengthen food security while creating employment and improving household incomes.
